Upcoming Public Consultation – Development Application at 1025 The Queensway

Dear residents,

I’ve heard from many of you with questions and concerns about the development application at 1025 The Queensway (the Cineplex Theatre). I appreciate everyone who has reached out to my office to share their concerns.

The City of Toronto has received a development application from the property owner of this site. This is a very large proposal, including 10 residential and mixed-use buildings with heights ranging from 18- to 46-storeys, representing 4222 housing units, and two 7-storey employment use buildings.

Due to the scale and complexity, this application was referred to the Toronto Design Review Panel during the Pre-Application Consultation (PAC) phase for application review. While the Design Review Panel had some positive comments regarding the proposal, they voiced many concerns including:

  • the level of population density proposed on the site,

  • the lack of reasonable public transit in this area to support a development of this size,

  • the potential transportation impacts on the surrounding roadways,

  • the amount of public park space (which does meet the requirements of the Ontario Planning Act) when looked at through the lens of area provided per resident,

  • the need for inclusion of retail and amenities that support a complete community, and

  • the loss of the Cineplex movie theater – a place of entertainment, social, and cultural importance in the community – and the need to maintain those uses in future proposals.

It is my understanding that this feedback did not result in significant changes to the applicant's proposal when they made their official submission to the City. I share the concerns of the Design Review Panel, and I will be monitoring this application closely as it goes through the application review process.
